Gravatar is a service from Automattic, the creators of WordPress, that powers the CMS with default avatars for commenting users.

By default, a generic avatar is used. If the commenting user has a Gravatar account, his personal profile picture will be used instead.

The 'Gravatar Sign Up Link' plugin simply adds a sign-up link underneath the comment form, allowing users can get a Gravatar account and use their custom avatar with their comments.

Installation:

Unpack and upload it to the /wp-content/plugins/ directory.
Activate the plugin through the 'Plugins' menu in WordPress.
